PARISH COUNCIL MEETINGS
Parishioners are welcome to attend Parish Council meetings and, during the 10-minute Public Consultation period prior to the meeting commencing, can make a 2-minute presentation to the Councillors about any issues in the Parish. If the item is on the agenda, comments could be considered by the Councillors during their debate. If the item is not on the agenda, it could be considered for future meetings. Parishioners are welcome to remain and observe but cannot contribute to the remainder of the meeting. All meetings start at 7pm unless otherwise stated.

Home Upgrade Grant
A new grant is available for North Yorkshire residents to help make homes more energy efficient.
The Home Upgrade Grant phase 2 (HUG2) is available to help homes that are not on mains gas and have poor quality insulation and inefficient heating systems.
The grant can be used for improvements such as insulation and solar panels to air source heat pumps and smart heating controls.
These will help save money on energy bills and reduce greenhouse gas emissions.
To qualify for the new scheme residents must have a household income of £31,000 or less and/or meet other eligibility checks.
Properties must also be technically suitable for the measures available in the scheme and have a low energy efficiency rating (between D and G on an energy performance certificate).
Private rented properties are eligible to apply although landlords must contribute at least a third of the total cost of the upgrade.
This scheme is now open and we are working with community interest company YES Energy Solutions who will deliver the improvements to homes. NORTH YORKSHIRE SHARED PROSPERITY FUND
Businesses, community groups, cultural and voluntary sector organisations in North Yorkshire are being invited to apply for a share of a £16.9m fund.
The UK Shared Prosperity Fund is a central pillar of the governments levelling up agenda and provides £2.6 billion of funding for local investment by March 2025.

FORMER GAS WORKS SITE, ALBION ROAD, RHB
A blue stain has appeared on the road surface of the above site which may be a by-product of the historical use of the site. As a precaution, North Yorkshire Council, Environmental Health Services have today advised their estates department to secure the location prior to testing for the presence of any contaminates. Fylingdales Parish Council, on behalf of North Yorkshire Council, apologise for any inconvenience this may cause.
UPDATE: Fylingdales Parish Council have been advised by Paula Totten, Property Technician, NYC that, Blue Billy was detected and the matter is now resolved.
Soil samples were taken on 11 August from the area behind the bin store on Albion Road. NYC is expecting a report back at any time now and will keep us updated.
The properties team is aware of the issues with the bin store (mixing up of recyclable and non-recyclable rubbish, the mess in the store, etc,) and the fact that the area is attracting rats. They are addressing this with the relevant department.
In the meantime, it's still best to avoid the area and make sure all rubbish bags are put in the bins.
NORTH YORKSHIRE COUNCIL
North Yorkshire Council launched on 1 April replacing the eight councils currently providing district and county level services.

The council is the geographically largest council in England. It has been built with local at its heart and aims to be the most local, large council in the country. The same staff will provide the services that they deliver now, and you can still access support and services via your local council building. This includes a main office in each former district area which will continue to give advice and face-to-face expertise. In addition to this, many areas also have a local office often a library where you can obtain advice and assistance to access council services, and this will not change.
By making this change now, it gives North Yorkshire Council the best possible chance of protecting valued services at a time of exceptional financial pressures and high demand. Joining up services will allow the council to maximise spending power, meaning there is potential savings of between £30 million and £70 million which will then become annual savings. This money can be used to protect important local services at a critical time when everyone and every organisation is feeling the pressure.
The council will have a clear economic growth strategy that plays to the countys strengths, such as green technologies and established industries like tourism, high-quality food and drink production, and agriculture. The new council will work at the heart of a mayoral-led combined authority, with the City of York, to promote the area as an outstanding location for inward investment and develop a seamless offer of business support. North Yorkshire Council will also work with the countys six MPs to ensure we have a strong and consistent voice so that the Government understands the issues that affect our businesses and economy, and helps us to act on them. NYCC WINTER GRITTING SERVICE
Salt bins and salt heaps
NYCC provide salt heaps and bins for use on roads and footways in severe weather, but not for use on private property. They may remove bins where salt is being used indiscriminately or on private property. Rock salt can be bought from most DIY or garden centres.
Salt heaps and bins are placed based on road gradient, severity of bends, road usage, and whether or not the road is already gritted.
They are refilled by 1 November and a second refill may be carried out mid-season or after significant snowfall. For more information, please click on the link below.

Community Partnerships
Community partnerships can acquire and maintain additional salt bins at locations that do not meet the county council's criteria. In such cases the partnership must fund the cost of the bin and the salt refill as follows for each bin.
- A 200kg green (or yellow) bin - £50
- An annual maintenance charge to cover the salt replenishments - £75
- A further charge may be levied if more than two salt refills are required
If the partnership uses up all of the salt/grit between the replenishments, it may need to source additional supplies of salt/grit from builders merchants or DIY stores.
Participating community partnerships will need to have a lead representative who will be responsible for arranging payment to us for the bin and the annual maintenance charge. They will also be the direct point of contact with us if any problems arise.
The community partnerships will be responsible for maintenance of their funded bins. We will only approve repairs or replacements in agreement with the partnership group's lead representative. The community partnerships will be expected to meet the cost of repairs and replacements.

COAST TO COAST PATH NATIONAL TRAIL
The Lake District Foundation are conducting a survey on behalf of Natural England regarding development of the Coast to Coast Path National Trail.
This popular route was given National Trail status in 2022. £5.6 million will be used to make improvements and maximise benefits for local communities.
To make this an asset to people who live and work near the Coast to Coast Path National Trail, the Lake District Foundation are asking for local perspectives to achieve this and help shape its development.

York and North Yorkshire Mayoral Election
The York and North Yorkshire Mayor will be chosen by you in the first York and North Yorkshire Mayoral election on Thursday 2 May 2024
The Mayor will lead the York and North Yorkshire Combined Authority, with investment of £540 million to be spent over the next 30 years. The Mayor and Combined Authority will have powers and responsibilities devolved to them by central government. This includes powers to improve the supply and quality of housing and funds to improve transport. You must be registered to vote in this election by 16 April 2024.
